Such Sensitisation programmes have been attended by large number of disabled persons and a few kind persons from middle and upper income group. After the extensive discussions, resolutions were passed during the meeting and sent to the press and the well-wishers

More than 200 disabled persons from all over Tamilnadu participated in the meeting and spoke about their problems and aspirations
There were a number of disabled women from semi-urban and rural areas, many of whom gave vent to their feelings and discontentment with the system, with force. The typical problem, according to one of them, is adultery by husbands and leaving the responsibility for bringing up the kids to the mother, who herself would be crippled and semi-literate with no potential to earn. The other problems that are faced by the disabled women are transportation and eve teasing.
Sunita, a disabled women said that all that they want is for the natural human rights to be recognized and the free counselling by a couple of lawyers from legal aid cell should be made more broad based. Meenakshi, another participant said that though the problems of the disabled women are basically uniform in all countries, reforms in our country are slow in coming. Free education upto the age of 12 for disabled children, as provided for in Chapter 5 of the Constitution is seldom implemented. She also said that Article 21 of the Indian Constitution explicitly forbids discrimination in employment opportunities, but, in reality, this is far removed from the truth. According to her, unity and more coordinated efforts among organizations for the disabled is the need of the hour. She said that it would be more appropriate to bring the disabled under the purview of the Human Rights Ministry instead of the Social Welfare Ministry as it now exists.
According to many speakers, problems of the rural handicapped are much more severe as they also lack exposure and access to welfare organizations. Another complaint voiced by the majority of the participants was the non-availability of loans from Financial Institutions for initiating any enterprise. Most of the announcements of the government remain only on paper.

Nandini Voice for the Deprived , NGO run by a team of Chemical Engineers and Tamil Nadu Handicapped Welfare Federation Trust jointly organised Day Long Fast by disabled persons at Chennai (Venue opposite to Government Guest House in Valaja Road ) on 2nd December 2004 in connection with World Disabled Day.
Around 400 disabled men and women from all over Tamil Nadu participated in the day long fasting programme. The fasting programme was organised to sensitise the Government and the society about the severe problems faced by the disabled persons.
Several disabled persons discussed their issues during the fasting programme and resolutions were passed at the end of the programme.

A number of Government orders have been passed in recent times for protecting the rights of the disabled persons such as PWD Act 1995, 1995 Chapter XIII Section 68.
While there is no dearth of guidelines and laws, the problem is that they are not implemented in letter and spirit. As a result, the benefits do not reach most of the disabled persons, more than 90% of whom belong to lower income group.
Obviously, the quality of the Government machinery and implementing agencies are inadequate to meet the requirements. There is urgent need to tone up the administrative machinery and special care should be taken in posting officers in the concerned department with adequate commitment to the task of rehabilitating the disabled persons.
During the year 1986, the then Chief Minister of Tamil Nadu Dr.M.G.Ramachandran announced that two industrial estates would be opened in Tamil Nadu for the benefit of the disabled persons for self employment. Unfortunately, this scheme has not been implemented. Implementation of the scheme can go a long way by enabling the disabled persons to self employ themselves depending on their skill level.
Several disabled persons have shown their extraordinary skills in sports and athletic events at national and international level. Such persons have not been given recognition by the government, compared to the talented normal persons who are encouraged enormously.
Many disabled persons feel that they are looked upon like beggars by several private organisations and even by several Government departments, whenever they approach them seeking help or support.
This kind of scenario creates tremendous heart burning amongst the disabled persons. The disabled persons stress that they are as much children of God and should be treated with compassion, sympathy and understanding.
The problems of the disabled persons are mainly due to lack of quality educational opportunities, which have prevented them from occupying right place in the society . As more than 90% of the disabled persons belong to poor families, the quality education has become beyond their reach.
The combination of poverty conditions and physical disability are driving them to despair. The excessive media publicity to the tasks done by a few well meaning NGOs and government agencies have given an impression as if the disabled persons are conferred a lot of benefits. The fact is that such schemes do not even touch the fringe of the problem and most of the disabled persons are left untouched by such schemes.
Disabled persons are not begging for alms but they are asking for opportunities for growth in tune with the Indian and global development, keeping in view the physical and mental problems faced by them.
There is strong feeling that there is lack of clear appreciation of the problems by those in power.
The disabled persons feel that the Tamil Nadu Chief Minister has not called them and discussed with them about their issues even once in spite of repeated requests. They request the Tamil Nadu Chief Minister to interact with the disabled persons so that she can understand the issues and tone up the administration to help them out of the present distress condition.
The disabled persons seek the support of the media to highlight their problems and sensitise the society and the government.
